Police Code 20 Meaning

Code 20 has sharply different police meanings. CHP's card associates it with notifying the press; San Jose's guide describes emergency officer assistance; Atherton and Belmont describe cover from local units. In Tucson's list it identifies the Evidence, Property and Identification Center building.

Code 20 Meaning by Agency

Each row below is tied to an agency document. The large difference between them is the main finding: a definition from a neighboring department can be misleading even within the same state.

Cover or Emergency Assistance in Some Agencies

The Atherton and Belmont dispatch manuals describe cover from local units. Sebastopol describes emergency cover from local units. San Jose's study guide uses an emergency officer-assistance meaning, and Cotati's manual also describes urgent officer help.

These entries share an assistance theme, but they do not supply one combined response procedure. The number does not, by itself, establish what additional units do, who responds or why assistance was requested. The officer-help guide separates routine cover from an urgent help signal.

CHP and LAPD: Press or Public-Interest Context

CHP's aural brevity card associates Code 20 with notifying the press. Downey's manual uses a similar news-media meaning. LAPD Manual Volume 4 describes Code Twenty for an unusual or striking collision or event likely to attract public interest, transmitted with its location.

That creates a direct conflict with assistance definitions in other California manuals. An isolated Code 20 cannot be translated into “officer in distress” unless the relevant agency source supports it. Likewise, a media-related use does not mean every event called Code 20 resulted in a public release.

Tucson: A Building Rather than a Response

Tucson's published radio-code page uses Code 20 for the EPIC Building, expanded as Evidence, Property and Identification Center. Here the code identifies a facility. It is neither the press-notification meaning nor an emergency request.

A radio exchange about a location can therefore contain Code 20 without using 10-20. The surrounding words and the department help distinguish a place name from a question asking where a unit is.

Do Not Mix Code 20, 10-20 and Dallas Signal 20

10-20 is the familiar location code in the cited APCO and many agency lists. Dallas's published problem-type report separately lists signal 20 for robbery. These three labels share a number but belong to different code systems.

When a search result drops the prefix or omits the city, it can look as though one definition contradicts another. Keep the full form: Code 20, 10-20, or Dallas signal 20. The Texas guide and location guide explain those other two references.

How to Use This Comparison

Identify the agency, keep any additional words and check the document period. The listed manuals support the meanings shown; a publicly posted older manual does not establish every current dispatch habit. Use the scanner-code guide for the surrounding code families.

The main hub links to agency comparisons and legal references separately. That prevents a common number from being treated as a universal national definition.
